About the position

The Vice President of Fleet and Facilities at VIA Metropolitan Transit is responsible for overseeing the maintenance and operational efficiency of the agency's vehicle fleet and facilities. This senior-level position involves strategic planning, policy development, and compliance with federal, state, and local regulations to ensure that all vehicles and facilities are maintained in optimal condition. The role requires strong leadership skills to manage departmental heads and foster teamwork across divisions, while also ensuring adherence to safety and environmental standards.

Responsibilities

  • Oversee the activities in the departments of Vehicle Maintenance and Facilities Maintenance.
  • Ensure VIA's fleet of buses, vans, and support vehicles are maintained for peak performance.
  • Maintain VIA's operating and customer facilities in a state-of-good-repair.
  • Provide oversight, direction, and support to all operational functions of the division.
  • Develop, implement, and monitor division policies and procedures.
  • Establish and implement controls for compliance with agency goals and performance standards.
  • Direct the review and analysis of division operations to identify and solve problems.
  • Develop and evaluate contract scopes and vendor proposals; monitor work of consultants and vendors.
  • Stay current with emerging federal requirements and new technologies for continuous improvement.
  • Develop grant proposals to leverage revenue opportunities.
  • Ensure compliance with environmental and safety/health requirements.
  • Supervise subordinate department heads and managerial staff.
  • Conduct employee disciplinary investigations and respond to grievances.
  • Develop leadership talent and skills in subordinates through guidance and training.
  • Conduct long and short-range planning for the division.
  • Develop and implement strategic business plans focusing on fleet and facility needs.
  • Assist in formulating policy recommendations for the Board of Trustees.
  • Develop and maintain a reporting system to keep executive management informed of division progress.
  • Communicate and implement safety rules and policies in support of the agency's safety vision.

Requirements

  • Bachelor's Degree in a related field or Business Administration.
  • Ten years of progressively responsible experience in mass transit functions.
  • Six years of management experience in fleet maintenance.
  • Project management experience is required.
  • Strong analytical skills and sound judgment.
  • Demonstrated leadership and professionalism.
  • Excellent verbal and written communication skills.
  • Strong negotiation and organizational skills.
  • Ability to manage time effectively and meet deadlines.
  • Knowledge of governmental regulations and laws related to fleet and facilities.

Nice-to-haves

  • Knowledge and experience with large-scale compressed natural gas (CNG) vehicle operations and maintenance.
