About the position

The Vice President of Human Resources is a key leadership role responsible for overseeing all functions of Human Resources and Risk Management within the organization. This position involves a combination of managerial, supervisory, and administrative duties, ensuring that the HR department operates efficiently and effectively. The Vice President will serve as a resource for the CEO on various HR matters, including employee grievances, wage and salary surveys, and employee benefits programs. Additionally, this role requires staying updated on policy and procedure changes that impact HR activities, attending relevant seminars, and collaborating with other HR professionals to maintain compliance with legal requirements. In this capacity, the Vice President will recommend, develop, and interpret policies and procedures in alignment with state and federal laws. Communication of these policies will be essential, and the Vice President will facilitate this through meetings and written communications. The role also includes supervising recruitment efforts for both exempt and non-exempt personnel, developing job descriptions, and preparing HR-related correspondence and reports. A significant aspect of the position is to monitor and redesign health insurance and benefit programs to ensure they are cost-effective and valued by employees. The Vice President will also oversee the Worker's Compensation program and represent the organization at unemployment hearings. This position requires the development and coordination of the Performance Evaluation system and ensuring that training needs are met. Administrative duties such as interviewing, performance evaluations, and discipline are also part of the role. The Vice President will manage the organization’s insurance programs and serve as the primary contact for insurance carriers. As the Safety Officer, the Vice President will develop and maintain safety policies and oversee the Safety Committee. Overall, this role is crucial for fostering a positive work environment and ensuring compliance with all relevant regulations and policies.

Responsibilities

  • Oversee all functions of Human Resources and Risk Management.
  • Serve as a resource to the CEO on employee grievances and benefits programs.
  • Supervise recruitment efforts for all personnel and develop job descriptions.
  • Monitor and redesign health insurance and benefit programs for cost control.
  • Represent the organization at Texas Workforce Commission unemployment hearings.
  • Develop and coordinate compliance with the Performance Evaluation system.
  • Ensure training needs are met and communicate issues to employees.
  • Perform administrative duties including interviewing and performance evaluations.
  • Direct and coordinate insurance programs and serve as primary contact with carriers.
  • Develop and maintain safety policies and oversee the Safety Committee.

Requirements

  • Bachelor's degree in Human Resource Management, Public or Business Administration, or a related field.
  • Five years of progressively responsible managerial experience in Human Resource administration.
  • Valid Texas Driver's License and satisfactory driver's record.
  • Strong technical HR expertise and leadership skills.
  • Working knowledge of risk management and business principles.
  • Ability to organize and analyze complex situations and recommend solutions.
  • Strong interpersonal communication abilities.
