About the position

The Vice President of Finance and Chief Financial Officer (CFO) is a pivotal role at NCC, responsible for the integration, planning, organization, and direction of the institution's finance, facilities, human resources, and safety operations. This position requires a strategic leader who can effectively assess, identify, formulate, and implement the college's mission among employees, ensuring that all departments are aligned with the institutional goals. The CFO will work closely with the President to ensure the successful accomplishment of the college's mission, providing leadership and expertise in various financial and operational areas. In this role, the CFO will supervise several key positions, including the Associate Vice President of Finance, who oversees all accounting and payroll activities, and the Director of Budgeting and Disbursements. The CFO will also manage the Director of Facilities, ensuring that the physical plant services are efficient and economical, and the Director of Human Resources, who supports employees and ensures adherence to personnel policies. Additionally, the CFO will oversee the Safety Director/Chief of Campus Police, providing direction as needed to maintain a safe environment for students, faculty, and staff. The CFO is responsible for the preparation and compliance of NCC's budgets, including State, County, and Institutional Funds Budgets, and will provide monthly and ad hoc budgetary reporting to various stakeholders. This role also involves implementing and ensuring compliance with NCC's Cash Management Plan, which includes investing funds and reviewing operational procedures to maximize efficiency. The CFO will serve as the construction coordinator for capital asset projects, liaising with architects, contractors, and engineers throughout the planning and construction phases. As a member of the College's Senior Leadership Team and Administrative Council, the CFO will participate in college events and activities, maintain regular on-site attendance, and engage in professional development activities. This position requires a commitment to ongoing assessment and planning to improve student learning and contribute to the effective operation of NCC.

Responsibilities

  • Assist the President in accomplishing the institutional mission by providing leadership and expertise.
  • Supervise the Associate Vice President of Finance and oversee all accounting and payroll activities.
  • Manage the Director of Budgeting and Disbursements, Director of Payroll and Receivables, and other key positions.
  • Ensure efficient and economical operations of the Physical Plant and oversee maintenance and custodial staff.
  • Supervise the Director of Human Resources and ensure adherence to personnel policies and employee support.
  • Provide direction to the Safety Director/Chief of Campus Police as needed.
  • Prepare, modify, and ensure compliance with NCC's budgets and provide necessary reporting.
  • Implement and comply with NCC's Cash Management Plan and review operational procedures.
  • Oversee safety and security measures for students, faculty, and staff, including contracting for public safety services.
  • Serve as construction coordinator for capital asset projects and liaise with contractors and engineers.
  • Participate in College events and activities and maintain regular on-site attendance.

Requirements

  • Master's Degree in Accounting or Business from a regionally accredited institution.
  • 5 years of relevant experience in finance or accounting.
