The Video Production Specialist (Videographer) position at James City County involves a range of responsibilities centered around the creation and editing of video content for various county-related purposes. This role is crucial for producing high-quality videos that highlight county events, government operations, and community programs. The specialist will be responsible for directing, shooting, and editing both short and long-form videos intended for the county's cable channel, live public meetings, and the county's website. The focus will be on creating informative and instructional videos that effectively communicate important messages to the public. In this role, the specialist will control the artistic and creative aspects of video production, which includes scripting, selecting locations, choosing the right equipment, and scheduling shoots. The editing process will utilize modern software and systems, and the specialist will also be responsible for creating or overseeing the creation of graphics to enhance the overall production quality. Additionally, the role requires exporting or converting video files into various formats suitable for editing and viewing. The Video Production Specialist will assist the Broadcast Technician in maintaining and monitoring the county's YouTube channel and will provide departments with videos for their respective webpages. As a backup for live broadcasts of county meetings, the specialist will operate video cameras, switchers, and graphics, ensuring a smooth setup, monitoring, and breakdown of meetings. The role also includes supporting Emergency Management by providing aerial video footage to assess damage and facilitate emergency communications to citizens. Overall, this position requires a blend of technical skills, creativity, and the ability to work collaboratively with various stakeholders to produce compelling visual stories that serve the community's needs.

Responsibilities

  • Produces, directs, shoots, and edits videos to highlight County events, government operations, people, history, and programs.
  • Controls artistic and creative aspects including scripting, location selection, equipment selection, and scheduling.
  • Edits video productions using modern software and systems; creates or oversees the creation of graphics to enhance production quality.
  • Exports or converts video files to various file formats for editing and viewing.
  • Assists the Broadcast Technician with the maintenance and monitoring of the County YouTube channel; provides departments with videos for webpages.
  • Acts as backup for live broadcasts of County meetings by operating video cameras, switcher, and graphics including full setup, broadcast monitoring, and breakdown of meetings.
  • Acts as backup for Public, Educational and Government (PEG) channel management, including programming, scheduling, and graphic bulletin board creation.
  • Assists Video Production Administrator with troubleshooting technical issues and upgrading equipment in support of video production and broadcast.
  • Supports Emergency Management for the purpose of aerial video to assess damage and support emergency communications to citizens.
  • Performs other duties as assigned.

Requirements

  • Any combination of education and experience equivalent to a Bachelor's degree in communications, journalism, or video production, or a closely related field.
  • Considerable experience in a video production environment.
  • Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver's license and have an acceptable driving record based on James City County's criteria.
  • Must possess, or obtain FAA Drone Pilot Certification within 12 months of hire.
  • Knowledge of and experience in digital video editing software packages including Avid Media Composer and Adobe Creative Suite products.
  • Experience in the use of Microsoft Office Suite software.
  • Ability to manage multiple projects, work independently, meet deadlines, and work with diverse groups of people inside and outside the County organization.
  • Ability to take complicated information and tell a cohesive, visual and compelling story.
  • Ability to incorporate high production values and industry standards; work collaboratively and be open to feedback.
