The Bureau of Vital Records and Health Statistics (BVRHS) is seeking a dedicated Budget and Finance Analyst to oversee the bureau's financial operations. This role is crucial for maintaining the bureau's budget, managing adjustments, and ensuring effective contract monitoring and billing processes. The analyst will be responsible for all purchasing activities, billing, deposits, refunds, payroll functions, and the management of supply inventory. Additionally, the analyst will serve as a liaison for discussions regarding the bureau's budget, revenue, and contracts, ensuring that funds are properly managed and distributed to prevent service interruptions. In this position, the analyst will collaborate closely with Vital Records staff, the Bureau Chief, vendors, financial specialists, HR, and other state departments. Effective communication is essential, as the analyst will be expected to maintain professional relationships with various stakeholders. The role involves utilizing SHARE financial systems for processing purchase orders and invoices, as well as working with bureau managers and staff to identify and rectify discrepancies in financial processes. The analyst will also be responsible for attending all financial meetings related to the bureau and division, contributing to discussions and decisions that impact the bureau's financial health. The ideal candidate for this position will possess a strong background in financial management, particularly in the areas of contracts, budgets, purchasing, and invoicing. The ability to prioritize tasks, meet deadlines, and work collaboratively within a team is essential.
