About the position

The Vice President of Paratransit at New York City Transit will oversee the Access-A-Ride (AAR) program, the largest paratransit operation globally, with a significant operating budget. This role involves establishing policies, managing contracts, and enhancing technologies to improve services for individuals with disabilities. The VP will coordinate outreach efforts and ensure compliance with ADA regulations while leading a large team and managing substantial operational functions.

Responsibilities

  • Oversee and reimagine the New York City Access-A-Ride (AAR) program.
  • Establish policies and procedures for the AAR service.
  • Direct all administrative functions for AAR including Reservations, Command Center, Scheduling, Budget, Personnel, and Contracts Management.
  • Lead the creation and enhancement of Paratransit technologies.
  • Coordinate outreach services to inform the public about paratransit services.
  • Study and follow ADA changes in rules and regulations and implement necessary changes to paratransit service.
  • Direct the operation, expansion, and enhancement of the Reservation, Command Center, and Scheduling functions of the AAR program.
  • Provide contract oversight and management of the Reservation and Command Center.
  • Ensure schedules are efficient and compliant with ADA rules and regulations.
  • Develop and implement policies for applicant eligibility for paratransit service in compliance with ADA rules.
  • Oversee Paratransit's compliance with FTA Title VI and ADA regulations.
  • Manage the operation and improvement of transit services using third-party transportation contractors.
  • Participate in contract negotiations and ensure compliance with contract agreements.
  • Oversee covert surveillance of AAR service providers and handle abuse and fraudulent use of AAR.

Requirements

  • Baccalaureate's degree in Business Administration, Transportation Management, Public Administration, Law, or a related field.
  • Thirteen years of satisfactory full-time related professional experience, with at least eight years in a managerial/supervisory/administrative/executive capacity.
  • Fifteen years of experience preferred.
  • Knowledge of transit planning principles and practices.
  • Strong managerial skills and excellent written, verbal, and presentation skills.
  • In-depth knowledge of the ADA.
  • Experience in managing a large component of a Paratransit operation or related transportation function.
  • Graduate degree preferred.
