The Loudoun County Department of General Services is seeking qualified applicants for the newly-created position of Division Manager at the County Solid Waste Management Facility located in Leesburg, Virginia. This role has emerged due to the substantial growth of the County's Waste Management Programs over the past several years, necessitating the establishment of a new Division focused on Business Operations, Planning, and Recycling. The Division Manager will be responsible for overseeing the administrative functions, business operations, and strategic planning for Waste Management, as well as managing the County's public-facing recycling programs. In this position, the Division Manager will develop and implement operational policies and procedures that govern the Division's activities. They will provide day-to-day leadership and personnel management for business operations, solid waste planning, recycling initiatives, and information technology support. The role includes direct supervision of four staff members, including a Business Operations Manager, Recycling Specialist, Service Manager, and IT Program Specialist, while also indirectly supervising an additional 13 full and part-time staff members, such as Administrative Assistants, Scale Operators, and Recycling Technicians. The Division Manager will manage procurement policies and processes, support contracts for the Waste Management Divisions, and oversee the development and administration of the Solid Waste Program budget. They will also be responsible for the oversight of the Virginia Litter Prevention and Recycling Grant, implementation of the Loudoun County Recycling Codified Ordinance Chapter 1080, and the development and certification of the Loudoun County Solid Waste Management Planning District 20 Year Plan. Other key responsibilities include the completion and submission of the Annual Recycling Rate Report, managing Plastic Bag Tax revenue-funded program projects, and ensuring compliance with various regulations and reporting requirements. Additionally, the Division Manager will guide staff in achieving Virginia Environmental Excellence Program Certification, manage the replacement of Waste Management Program vehicles and equipment, and ensure that the Solid Waste Management Facility complies with all relevant laws and regulations. They will also be responsible for human resources administration within the Waste Management Program, including recruitment, training, and disciplinary actions, while ensuring that administrative support is provided to both Waste Management Divisions. In the absence of the Assistant Director and Solid Waste Facility Operations Division Manager, the Division Manager will act on their behalf.
