About the position

The Wastewater Compliance & Enforcement position at the Minnesota Pollution Control Agency involves performing compliance and enforcement duties related to the National Pollution Discharge Elimination System (NPDES) and State Disposal System (SDS) programs. The role focuses on evaluating compliance status of facilities, initiating enforcement actions, negotiating settlements, investigating water quality complaints, and managing enforcement cases. This position is essential for ensuring that industrial wastewater operations adhere to environmental regulations and standards.

Responsibilities

  • Evaluate compliance status of assigned facilities with NPDES/SDS permits and applicable state statutes.
  • Initiate appropriate enforcement actions for unpermitted activities.
  • Negotiate settlements as part of a team.
  • Investigate and follow-up on water quality complaints.
  • Act as a case manager for assigned enforcement cases.
  • Review permits for enforceable conditions.
  • Participate in special projects as assigned.

Requirements

  • Bachelor's degree in environmental protection or related science field, or two years of environmental protection experience.
  • Ability to manage multiple projects.
  • Understanding of the environmental regulatory process and state and federal rules.
  • Basic computer skills with proficiency in Word and exposure to Excel and PowerPoint.
  • Good communication and human relations skills.

Nice-to-haves

  • Experience in performing compliance inspections and elevated enforcement actions.
  • Knowledge of state and federal regulatory framework applicable to NPDES permittees.
  • Previous compliance and enforcement experience in a regulatory compliance position.
  • Experience in industrial water or wastewater compliance and enforcement work.
  • Ability to understand complex industry processes and regulations.
