About the position

The Water Resources Administrator is responsible for overseeing the management, conservation, and sustainable use of water resources in Berthoud, Colorado. This role involves developing and implementing strategies to enhance the Town's water portfolio, ensuring efficient allocation and utilization of water while adhering to regulatory requirements. The position offers a unique opportunity to shape the new Water Department and contribute to long-term water supply planning and management.

Responsibilities

  • Oversee, analyze, and study water resource supply and storage to ensure data-driven decision making and resource efficiency.
  • Contribute to and implement strategic planning initiatives, including water supply development projects and updates to the Town's Water Resource Master Plan.
  • Manage the Town's water bank management database, reviewing and processing water needs and required allocations for new building and development.
  • Manage the Town's water efficiency program.
  • Direct the Town's watershed and source water protection strategy.
  • Serve as the Town's representative on regional water resource interests, including water rights acquisition and watershed health matters.
  • Collaborate on Source Water Protection initiatives to enhance water safety and quality for residents.
  • Apply for and manage grants to support water resources management.
  • Work with the Town's water resources engineer and attorney on special projects, reviewing deliverables and managing project schedules and budgets.
  • Deliver professional and informational presentations to the Town Board of Trustees, stakeholders, and at conferences or events.
  • Facilitate interactions with local and federal agencies, stakeholders, and water providers to enhance water resource management.
  • Promote data-driven decision-making by leveraging current data collection methods and innovating new applications.

Requirements

  • Bachelor of Sciences degree in water resources, hydrogeology, engineering, watershed science and sustainability, natural resources economics, or a related field.
  • Three plus years of experience in water resources planning and administration, preferably in Colorado's Big Thompson and South Platte River Basins.
  • Knowledge of complex statistical economic and hydrologic analyses of water rights.
  • Understanding of natural resources management, watershed health, and source water protection.
  • Experience in water efficiency planning.

Nice-to-haves

  • General understanding of interruptible supply concepts and collaborative water sharing agreements.
  • Ability to advocate technical findings to a general audience.
  • Strong organizational skills and ability to research technical and historical documents.
