About the position

The Water Resources Specialist 2 position within the Adjudications Division of the Arizona Department of Water Resources (ADWR) is responsible for providing technical support related to water right claims and adjudications. This role involves analyzing water rights, conducting field investigations, and producing technical reports to assist in the Gila and Little Colorado River Adjudications. The position offers a hybrid work schedule, allowing for both remote and in-office work, and requires collaboration with various stakeholders to ensure effective water resource management.

Responsibilities

  • Collecting field and geospatial data, accurately processing and managing data, interpreting and producing maps, and analyzing aerial imagery.
  • Researching landownership changes and water uses independently to support investigations.
  • Drafting technical reports, summaries, correspondence, and other documents.
  • Participating in investigatory projects of a complex, sensitive, and visible nature that require multi-disciplinary expertise.
  • Applying advanced hydrological principles to practical situations.
  • Serving as an expert witness for contested cases or other reports in front of the Adjudication Court.
  • Interacting with the public, other governmental entities, and other ADWR employees in a professional manner.
  • Providing accurate and efficient customer service to internal and external customers or partners.
  • Identifying problems and proposing solutions to continuously improve processes.

Requirements

  • Master's degree in a relevant field or a Bachelor's degree with two years of related experience.
  • Four years of water resources experience preferred.
  • Knowledge of hydrological principles related to surface water.
  • Familiarity with ADWR's policies and procedures, statutes, and rules governing Arizona's General Stream Adjudications.
  • Proficiency in GIS mapping software including ESRI ArcGIS/ArcPro and relational databases.
  • Ability to analyze and interpret water resource management data and maps.

Nice-to-haves

  • Experience with LEAN principles for process improvement.
  • Ability to communicate technical subjects to a non-technical audience.
