About the position

The Water Transmission & Distribution Supervisor is responsible for planning, organizing, and supervising the daily operations of Johnston County's water transmission and distribution system. This role ensures compliance with local, state, and federal regulations to maintain water quality and adequate flow and pressure for customers. The supervisor oversees staff, manages resources, and ensures safety and efficiency in operations, while also handling customer relations and reporting to management.

Responsibilities

  • Supervises staff, prioritizing and assigning work, conducting performance evaluations, and ensuring staff training.
  • Assists in budget preparation and prepares procurement orders.
  • Maintains the integrity of the water transmission and distribution system from a quality and compliance standpoint.
  • Develops and maintains a water quality monitoring program and a flushing program based on collected data.
  • Conducts basic in-field water analysis and interprets data to maintain distribution quality.
  • Determines routine monthly flushing locations and updates flushing reports.
  • Ensures compliance samples are taken and transported to laboratories for analyses.
  • Handles customer complaints in a timely manner and promotes good customer relations.
  • Maintains a database displaying water quality in each area of the system.
  • Assures safe work practices and that safety training for staff is current.
  • Maintains the assigned county vehicle and a safe driving record.
  • Prepares and submits daily, weekly, and monthly reports to management.
  • Collects daily flow readings from bulk meters and prepares required reports.
  • Responsible for inspecting and maintaining water booster stations and master meters.
  • Maintains a positive image of Johnston County when dealing with the public.

Requirements

  • High school diploma; preferably an Associate's Degree in physical science, environmental technology, or engineering technology.
  • At least five years' experience in water distribution system operation.
  • Five years' progressive supervisory experience with four or more employees.
  • Possession of a valid NC driver's license with Class B endorsement.
  • Class A Water Distribution System Operators License or ability to obtain within 12 months of employment.
  • Class C Surface Water Treatment Plant Operators License or ability to obtain within 12 months of employment.

Nice-to-haves

  • Basic knowledge of inorganic and organic chemistry and biology.
  • Thorough knowledge of state and federal regulations concerning water quality and system maintenance.
