About the position

The Waterfront Business Operations Manager will oversee and manage various business operations within the Waterfront Business Operation Division at Norfolk Naval Shipyard. This role involves evaluating, analyzing, and marketing repairables and other Department of Defense-related work, directing special projects, facilitating meetings with major customers, and resolving planning bottlenecks. The position requires strong leadership skills and the ability to evaluate work performance and make personnel decisions.

Responsibilities

  • Evaluate, analyze, and market repairables and other DOD-related work.
  • Direct and supervise a variety of special projects assigned by the Shipyard Commander and senior managers.
  • Conduct and facilitate conferences and meetings with representatives from major NNSY customers.
  • Resolve anticipated or actual bottlenecks in planning and executing waterfront projects.
  • Evaluate work performance of subordinate supervisors and review evaluations of nonsupervisory employees.
  • Interview candidates for positions in the unit and recommend appointments, promotions, or reassignments.

Requirements

  • Must be a US Citizen.
  • Must have at least one year of specialized experience equivalent to the GS-13 grade level.
  • Experience with decision-making and making recommendations to resolve complex issues.
  • Experience with planning, estimating, and forecasting workload for an organization.
  • Experience advising and consulting upper management on ship work, performance metrics, and business policies.
  • Experience in financial management, personnel management, funds administration, and project management related to navy vessels maintenance.
  • Experience conducting detailed studies and analyses of data, policy, procedures, and trends.
  • Experience developing Measures of Effectiveness (MOE) and metrics for evaluating financial and business processes.
  • Background in Fleet Quality Assurance and Maintenance Management Systems.
