About the position

The WCMH Administrator/Chief Financial Officer position is a critical role within the Department of Mental Health at the Waccamaw Center for Mental Health, located in Conway, South Carolina. This position is responsible for overseeing the financial and administrative operations of the center, which provides a comprehensive array of medical and support services for individuals with mental illnesses across four community mental health clinics in Conway, Myrtle Beach, Georgetown, and Kingstree. The Chief Financial Officer will work under the limited supervision of the Executive Director and will utilize sound judgment to manage the center's budget, develop internal financial systems, and ensure compliance with state and federal regulations. The role requires extensive knowledge of psychopathology and client management within a psychiatric setting, particularly with the chronically mentally ill population. The CFO will be tasked with planning, coordinating, organizing, and directing complex administrative activities that align with the agency's mission to support the recovery of individuals with mental illnesses. This includes advising the Executive Director on resource allocation, managing administrative staff, overseeing contracts and procurement, and conducting internal audits. The CFO will also be responsible for collecting and analyzing data related to financial, clinical, and operational performance, providing statistical reports, and contributing to the development and monitoring of goals for the center. In addition to financial management, the position involves evaluating agency financial and personnel management activities to ensure compliance with applicable laws and guidelines. The CFO will also carry out special projects and assignments as directed by the Executive Director or agency officials. The role requires effective communication skills, both oral and written, and the ability to establish strong working relationships with staff members. Physical demands of the job include sitting, standing, bending, light lifting, and traveling to various offices within the Waccamaw Center's clinical operations across three counties.

Responsibilities

  • Serve as the Chief Financial Officer of Waccamaw Center for Mental Health, monitoring and managing the center's budget.
  • Plan, develop, and manage the internal financial system and operations of WCMH.
  • Advise the Executive Director on efficient resource allocation and serve as a member of the Executive Staff.
  • Manage center administrative activities including administrative support, contracts, internal audits, procurement, billing, staff vehicles, fixed assets, physical plant, and computer services.
  • Oversee a total of 10 administrative staff members, including fiscal analysts, administrative assistants, human resources staff, maintenance staff, IT staff, and billing services.
  • Formulate policies and procedures related to the day-to-day operations of WCMH and improve operations and management.
  • Collect, compile, and analyze data pertaining to financial, clinical, and operational performance of the center, providing statistical reports as needed.
  • Evaluate agency financial and personnel management activities to ensure compliance with state and federal laws, rules, and regulations.
  • Carry out special projects and perform assignments as directed by the Executive Director or agency officials.

Requirements

  • A bachelor's degree in administrative services, public administration, or business management.
  • Relevant experience in administrative services, public administration, and/or business management, including managerial and supervisory duties.
  • Knowledge of psychopathology and client management within a psychiatric setting, particularly with the chronically mentally ill population.
  • Familiarity with governmental fiscal policies, practices, and procedures.
