About the position

The Web Programmer position at the City of El Paso involves conducting systems analyses and writing programs to ensure the availability, stability, and quality of web-based public and internal customer service applications. The role requires collaboration with various departments to assess information needs and establish project priorities, as well as developing and maintaining customized web-enabled interfaces linked to databases.

Responsibilities

  • Develop new or modify existing computer systems and programs for customized web-enabled interfaces linked to installed databases.
  • Collaborate with personnel of end user departments, information technology project leaders, and other programmers to assess information needs and establish project priorities.
  • Determine feasibility of creating or redesigning applications linked to installed databases.
  • Prepare and implement approved project plans and schedules, including estimated personnel, cost, and time requirements.
  • Evaluate program specifications for completeness and conformance to established standards.
  • Test and document programs thoroughly prior to final release.
  • Write technical and end user instructional materials describing program development, logic, coding, and correction.
  • Participate in training management and functional end users, and provide technical support for website, database, and network problems.
  • Develop, implement, and enforce web programming activity security and procedural standards.
  • Substitute for immediate supervisor or coworkers during temporary absences.

Requirements

  • An Associate's degree or higher in Computer Information Systems, Data Processing, or a related field.
  • Two (2) years of increasingly responsible professional web programming experience in a network environment.
  • One (1) year of experience using advanced command languages such as HTML, Ruby on Rails, ASP, VBScript, JavaScript, and/or MSSQL/MySQL.
