About the position

The Workers' Compensation Policy Analyst (Operations & Policy Analyst 3) position is a critical role within the Department of Consumer and Business Services (DCBS), specifically within the Workers' Compensation Division (WCD). This position is designed for individuals who possess exceptional critical thinking skills and the ability to analyze complex information to make informed decisions. The successful candidate will be responsible for conducting thorough research, evaluating various options, and developing recommendations that will impact the workers' compensation system in Oregon. The role requires a collaborative approach, as the analyst will work closely with a team of seven analysts dedicated to ensuring integrity and fairness in the workers' compensation system. The primary responsibilities of this position include collaborating with the Audit and Appellate Review units to address rule issues, researching complex topics, and drafting technical narratives that assess the strengths and weaknesses of various options. The analyst will also draft documents related to proposed new or revised Oregon administrative rules and facilitate internal and external rule advisory committee meetings. Additionally, the role involves providing guidance on the implications of new case law or Workers' Compensation Board decisions on current policies and processes. Building and maintaining constructive relationships with division managers and employees is essential, as is providing consultation and technical guidance to division management. Responsibilities

  • Collaborate with the Audit and Appellate Review units to develop rule issues.
  • Research complex issues and write technical narratives evaluating options and recommending actions based on findings.
  • Draft documents related to proposed new or revised Oregon administrative rules and draft proposed rule language.
  • Participate in and facilitate internal and external rule advisory committee meetings.
  • Provide guidance on the impact of new case law or Workers' Compensation Board decisions to current policy and process.
  • Build and maintain constructive working relationships with division managers and employees.
  • Provide consultation and technical guidance to division management.

Requirements

  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical, and planning work.
  • Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical, and planning work.

Nice-to-haves

  • In-depth knowledge of Oregon Workers' Compensation, particularly disability rating standards and claim closure.
  • Ability to quickly learn complex subject areas and evaluate alternatives for outdated references and procedures.
  • Strong research skills and ability to explain information succinctly to both experts and laypersons.
  • Demonstrated ability to communicate and collaborate effectively with individuals and groups with diverse perspectives.
