About the position

The Workforce Development and Human Capital Manager at ACES Group LLC is responsible for providing technical advice and guidance on Cyber Excepted Service (CES) related HR matters to Department of Defense (DoD) Component leaders and HR offices. This role requires an active Secret Clearance and involves a hybrid work model, with in-office presence required 2-3 days per week. The position focuses on recruitment, staffing, and the management of the CES personnel system, ensuring alignment with DoD policies and best practices in workforce development.

Responsibilities

  • Provide technical advice and guidance on CES related HR matters to DoD Component leaders and HR offices.
  • Research, interpret, and advise on complex CES staffing and pay setting questions.
  • Review and develop CES staffing policies and procedures.
  • Create CES supplemental guidance, issue papers, and products for successful oversight.
  • Evaluate interrelationships between various federal personnel systems (e.g., GS, FWS, DCIPS).
  • Support the revision, development, and publication of DoD Cybersecurity Workforce Framework (DCWF) content.
  • Research and provide analytical support to establish up-to-date cyberspace workforce qualification requirements.
  • Ensure advanced cyber training and certification programs align with industry best practices and standards.
  • Provide advanced workforce and organizational development experience to validate content and methodology.
  • Maintain expertise in current and emerging cyber workforce development trends.
  • Support advancement of DoD Cyber functional initiatives such as education, training, and exchange programs.
  • Conduct environmental scans to identify cyber assessments in development or deployment.
  • Collaborate with stakeholders to draft or revise supplemental guidance and communications products.
  • Cultivate university engagement via outreach initiatives to enhance DoD and academic collaboration.

Requirements

  • Active Secret Clearance
  • Bachelor's Degree in a relevant field
  • 7+ years Federal HR Experience (preferably with DoD)
  • Expert knowledge in Recruitment and Staffing
  • Strong verbal and written communication skills
  • Advanced MS Word and PowerPoint skills
  • Proficient in Excel and Outlook

Nice-to-haves

  • Experience as a civilian GS/GG-0201 in Recruitment and Staffing
  • Knowledge of Title 5, Title 10, and DoD personnel policies
