About the position

The Workforce Project/Program Manager III at King County's Wastewater Treatment Division (WTD) is responsible for leading the Workforce Development Program, which focuses on recruitment, mentorship, training, placement, and retention services for entry-level candidates in the wastewater sector. This role involves supporting cohort members in their professional development, coordinating with various units within the agency, and facilitating workshops and tours to enhance career growth. The position requires strong leadership, communication skills, and a commitment to equity and environmental justice.

Responsibilities

  • Serve as program lead for the Workforce Development Program.
  • Handle internal and external information inquiries, including sensitive topics.
  • Manage complex contracts and grants independently; provide technical analysis and recommendations.
  • Develop program/policy recommendations and issue papers.
  • Evaluate program effectiveness and write reports.
  • Manage data gathering for program partner needs and cohort experiences.
  • Lead and coordinate program activities and events with partner organizations.
  • Develop and disseminate communication materials; strategize for appropriate audiences.
  • Represent the program during engagement activities with partner organizations and community events.
  • Make staff and cohort member hiring recommendations.
  • Coordinate work done by team and cohort members; resolve disputes.
  • Provide leadership to project team and coordinate review/comment processes related to the program.

Requirements

  • A bachelor's degree in a related field.
  • Three years or more of experience in a project/program management role or closely related field.
  • Knowledge of project management and supervisory principles.
  • Demonstrated ability to establish and maintain effective working relationships with diverse individuals.
  • Strong oral and written communication skills.
  • Proven ability to prioritize workload and manage multiple projects with changing priorities.
  • Facilitation, negotiation, statistical analysis, and problem-solving skills.
  • Strong software skills including Word, Outlook, PowerPoint, Excel, SharePoint, and database management programs.

Nice-to-haves

  • Master's Degree in a related field.
  • Five years of experience in workforce development and knowledge of planning, design, engineering, project management, project control, and/or construction management principles.
  • Skills in program evaluation, advocacy, marketing, and promotion.
  • Public speaking and presentation preparation expertise.
  • Experience developing and maintaining SharePoint sites.
  • Experience in graphic design, including Canva software.
