About the position

The Zoning Administrator for the City of Birmingham plays a crucial role in leading the zoning department to ensure compliance with local, state, and federal regulations. This position involves overseeing daily operations, addressing zoning issues, and managing complaints while maintaining the integrity of community codes and ordinances. The Zoning Administrator will also collaborate with legal teams, provide expert testimony in court, and serve as a resource for the public and stakeholders regarding zoning regulations. Additionally, this role includes mentoring subordinate staff to foster a high-performing team.

Responsibilities

  • Oversee daily operations of the zoning department to ensure compliance with regulations.
  • Review and address zoning issues and complaints from the public.
  • Conduct follow-up inspections to verify compliance with zoning regulations.
  • Collaborate with legal teams on complex zoning matters and provide expert testimony in court.
  • Serve as a resource for the public, contractors, engineers, and other stakeholders regarding zoning regulations.
  • Lead and mentor subordinate staff through training, work assignments, and performance evaluations.
  • Manage and enforce zoning documents, including permits and applications.
  • Conduct inspections of properties to determine violations of regulations and policies.
  • Develop and coordinate special projects to aid in zoning compliance.

Requirements

  • Bachelor's degree in Planning, Architecture, Urban Development, Public Administration, Geography, or a related field.
  • Experience with amending, interpreting, and/or enforcing zoning ordinances.
  • Experience researching and writing zoning regulation reports.
  • Driver's license.

Nice-to-haves

  • American Institute of Certified Planners (AICP) Certification.
  • Congress for New Urbanism Certification.
  • Project Management Professional Certification.
  • Master's degree or higher in Planning, Urban Studies, Public Administration, Architecture, Geography, or a closely related field.
  • Experience with the development/implementation of a comprehensive plan.
  • Experience with creating new zoning ordinances (e.g., form-based code).
