About the position

The position involves administering and enforcing various zoning and land use regulations, acting as a County Sanitarian, and ensuring compliance with sanitary applications and permits. The role requires field inspections, public communication, and participation in legal proceedings related to zoning and land use. The individual will also prepare budgets and reports for the Land and Zoning Standing Committee.

Responsibilities

  • Administers and enforces zoning, land division, shoreland/wetland, floodplain, and other related ordinances.
  • Acts as County Sanitarian and reviews sanitary applications.
  • Compiles test data, inspects plumbing plans, and issues permits.
  • Performs field inspections and conducts on-site soil verification.
  • Provides information on zoning and land use ordinances to the public.
  • Coordinates driveway permits with townships and the Richland County Highway Department.
  • Investigates alleged violations and prepares complaint reports.
  • Drafts public hearing notices for variance requests and ordinance amendments.
  • Visits construction sites for compliance with sanitary and land use regulations.
  • Attends and participates in Land and Zoning Standing Committee meetings and Board of Adjustments hearings.
  • Testifies at court proceedings as needed.
  • Maintains land use records and provides technical assistance regarding land records.
  • Prepares budgets and annual reports for the Land and Zoning Standing Committee.

Requirements

  • 5 years of experience in zoning, land use planning, and managing Geographical Information Systems.
  • Certified Soil Testers license and Privately-Owned Wastewater Treatment Systems Inspector license from the Wisconsin Department of Commerce.
  • One year of land use planning experience or equivalent education and experience.
  • Two years of experience managing geographical information systems or equivalent education and experience.
