About the position

The position involves administering zoning regulations as adopted by the City of Covington, reviewing proposed construction and development documents, and issuing zoning permits. The role includes providing staff support to the Board of Adjustment, compiling data from various sources for planning and economic development studies, and assisting the public and city staff with zoning-related inquiries. The individual will continually review and update zoning regulations and provide technical expertise related to planning initiatives and projects. This position reports to the Development Manager.

Responsibilities

  • Administer zoning regulations and issue permits.
  • Review site plans and conduct site inspections.
  • Coordinate review and inspection activities with other city departments.
  • Provide primary staff assistance to the Board of Adjustment, including making presentations and maintaining records.
  • Encourage training opportunities for City Staff and Board of Adjustment members.
  • Review and recommend improvements to the city's zoning ordinance and development regulations.
  • Prepare draft language and recommendations for zoning map amendments and text amendments.
  • Make professional presentations to the City Commission and Kenton County Planning Commission regarding proposed amendments.
  • Maintain accurate records for zoning permits and inquiries.
  • Serve as the City’s Floodplain Administrator.
  • Prepare and maintain maps, files, and records, including land use data and statistics.
  • Assist with long-range planning initiatives and special studies.
  • Respond to inquiries and complaints from the public, contractors, builders, and developers.
  • Coordinate with building inspectors regarding permit applications.
  • Conduct interviews, surveys, and site inspections regarding land usage factors.
  • Attend evening meetings as required.
  • Provide guidance on regulatory processes for state and local regulations.
  • Serve as project manager and perform other duties as assigned.

Requirements

  • At least three years of progressively responsible experience in planning or zoning administration, or equivalent graduate degree in planning, public administration, or related field.
  • Familiarity with the development process.

Nice-to-haves

  • AICP Certification is preferred but not required.
